Construction Expert. CON-1399 is an engineer who has had a successful career as a founder, director, executive, and manager of multibillion-dollar construction companies. His project experience includes highways, bridges, underground utilities, marine construction, deep foundations, and environmental and hazardous waste disposal/containment structures. Since 1982 he has been a consultant on such matters as entitlement and damage issues, claim document submission, litigation, and complex environmental issues.
