Dr. Chen – a Medical Expert Witness, is trained in Herbology and Acupuncture. He does Chinese herbs and knows their pricing and how they should be stored. He can assess the acupuncture business and the reasonableness of their claims. He received his license to practice acupuncture from the State of California’s Acupuncture Board in January of 1978. He was something of a pioneer in introducing acupuncture to the United States.
Dr. Chen also holds an honorary Ph.D. He served as Chairperson of the Acupuncture Committee, Medical Board of the State of California in 1990 and 1992 – 1993. He was a member of the Acupuncture Committee, Medical Board of the State of California from 1989 to 1994. In 1989, he was the Chief Examiner of the Acupuncture Examining Committee. From 1989 to 1992, he was a member of the 11th District Medical Quality Review Committee, State of California.
Dr. Chen owns and operates California Scientific Acupuncture Center in Whittier. During his term as chairperson for the State of CA Acupuncture Board, he led a team and worked with the legal department for the Department of Consumer Affairs State of CA. Under his leadership, the team rewrote the scope of practice, procedure protocol, provisions, and exam content to make Acupuncture and Oriental Medicine better. Dr. Chen has lectured and instructed and holds a Certificate of Instructor and Lecturer for universities and colleges in pain control, acupuncture, and acupressure.
He is also a Certified Continuing Education provider. For the 4 years he was on the board, he would help determine if an acupuncturist could keep their license. The State of California still retains him to inspect schools, etc. He has served on approximately 350 criminal cases to remove licenses as an expert witness for the Attorney General. He has worked on approximately 100 civil cases. Dr. Chen has given about 10 depositions and 5 trial testimonies. He has appeared numerous times before an administrative judge in the cases for the Attorney General.
