During his term as chairperson for the State of CA Acupuncture Board, he led a team and worked with the legal department for the Department of Consumer Affairs State of CA. Under his leadership, the team rewrote the scope of practice, procedure protocol, provisions, and exam content to make Acupuncture and Oriental Medicine better. Dr. Chen has lectured and instructed and holds a Certificate of Instructor and Lecturer for universities and colleges in pain control, acupuncture, and acupressure.
He is also a Certified Continuing Education provider. For the 4 years he was on the board, he would help determine if an acupuncturist could keep their license. He has worked on approximately 100 civil cases. Dr. Chen has given about 10 depositions and 5 trial testimonies. He has appeared numerous times before an administrative judge in the cases for the Attorney General.
