Harold R. Phillips, Jr. is a Hydraulic Engineering/Structural Engineer/Swimming Pool Expert Witness who is a Certified Pool Operator (C.P.O.) graduate and is certified as a Professional Watershape Designer by the Society of Watershape Designers and I.A.C.E.T. to date.
Mr. Phillips went to Hydraulics school – Delavan, Wisconsin. He has completed in excess of twenty classes on chemical balances in pools and spas, and manufacturer schools for equipment repair (i.e., pumps, motors, filters, and heaters). He has also done NSPI certified level technical courses – CBP & CSP.
Mr. Phillips was the President of a Pool, spa, and water feature design and construction company – Questar Pools and Spas. The second pool built won a design award and Questar has won well in excess of 100 local and international design awards including: “International Best of Show”.
Mr. Phillips has served as an Expert witness for federal, state, and civil litigation since 1984. He has participated in excess of 300 cases, including jury trials, binding and non-binding arbitrations, mediations and Administrative Judge hearings.
