Marine Engineering Expert. MAR-2315 is a retired Coast Guard captain with over 30 years of marine engineering and merchant marine safety experience. The proprietor and senior surveyor of a marine surveying company, he is recognized internationally for his expertise in marine surveying. He has been selected as a consultant to such leading lending and underwriting institutions as Lloyds of London, the United States Department of Commerce, Firemans Fund, and Bank of America.
