Philip H. Scharper, Jr., MD, JD, FACS, FACLM is an Ophthalmology Expert Witness who is Board Certified by the American Academy of Ophthalmology (2006 to present; recertified in 2016). He is a Fellow of the American College of Legal Medicine (since 2015), and American College of Surgeons (since 2008).
Dr. Scharper received his Bachelors of Business Administration degree from Loyola University in Maryland; Doctor of Medicine from Georgetown University School of Medicine; and Juris Doctorate from University of Maryland School of Law, with Certificate in Health Care Law.
