Todd Morris, CCM is a Meteorology Expert Witness and the President of Global Weather and Climate Consulting, LLC, and an AMS Certified Consulting Meteorologist (CCM). He has over 20 years of experience studying and predicting Southern California weather, and has served as a subject matter expert on weather, water, marine & climate matters including data acquisition, analyses and reports.
Mr. Morris did his Bachelor of Science (BS) in Meteorology from the University of Wisconsin, Madison (1978 to 1982). He also holds an Occupational Certificate in Incident Command System/NIMS (ICS 300, 400, 700, 800) from FEMA – Washington, D.C., and a couple of Occupational Certificates in Emergency Management from Emergency Management Institute – Emmetsburg, MD, and Texas A&M University.
Mr. Morris managed weather forecast and support activities for a vast majority of Southern California for nearly a decade – this included managing and directing day-to-day operations, issuance of forecasts, outlooks, warnings, etc.
Mr. Morris was previously the Meteorologist in Charge (MIC) at National Weather Service at Los Angeles/Oxnard, CA for 9 years from 1994 to 2003. He managed all weather forecast/support activities for southern California including WFO LOX and 1 CWSU. This included managing office operations and systems, managing observational networks, providing leadership and oversight to all staff and programs within area of responsibility and within the confines of the mission of the NWS. This included managing and directing day-to-day operations of the WFO including the issuance of forecasts, outlooks, watches, warnings, the oversight of the public service unit, cooperative observer program and NOAA Weather Radio Program.
